Safeguarding Investigations

Serious allegations | Complex concerns

‘Independent safeguarding investigations, conducted with rigour, clarity and defensible outcomes.’

We provide independent safeguarding investigations for schools, multi-academy trusts and organisations across the UK and internationally. Our work supports leaders to respond to complex safeguarding concerns, serious allegations and sensitive situations with clarity, independence and defensible outcomes.

  • A safeguarding investigation is a structured, independent process used to establish the facts of a concern, assess risk and harm, and determine what those findings mean for the safety of children and the suitability of adults to work with them.

  • Organisations typically consider a safeguarding investigation where:

    • there are allegations or concerns involving staff, volunteers or leaders

    • a complaint has a safeguarding element or potential risk to children

    • the situation is complex, contested or escalating

    • independence is needed to ensure credibility and fairness

    • leaders require findings that will stand up to scrutiny from governors, regulators or external agencies

In many cases, the question is not “is this serious enough?” — but “would an independent view provide clarity, confidence and protection for all involved?”

  • While many concerns can be managed internally, there are situations where independence is essential.

    An independent safeguarding investigator brings:

    • objectivity — free from internal relationships or influence

    • credibility — particularly where concerns may be challenged

    • specialist safeguarding insight — beyond standard HR or complaints handling

    • confidence for leaders and governors — that the process is fair, thorough and defensible

In high-risk or sensitive cases, independence is not just helpful — it can be essential in protecting children, staff, and the organisation itself.

  • The Safeguarding Group has a track record of managing complex and often emotive investigations across the children’s workforce.

We are the trusted provider of independent safeguarding investigations for a number of national HR Services, MATs, LAs and more.

We have honed our systems and processes to ensure that your investigation follows a rigorous pragmatic approach to secure the right outcome for all parties.

Our Investigation Process

A structured and defensible approach to safeguarding investigations

Every investigation is different, but our approach remains consistent — rigorous, proportionate and aligned with statutory safeguarding expectations.

01

Initial discussion & scoping

We begin with a confidential discussion to understand the context, concerns and level of risk, ensuring early clarity on the most appropriate course of action.

02

Planning & terms of reference

A clear scope is agreed, including key lines of enquiry, timescales and reporting expectations, ensuring the investigation is focused, proportionate and defensible.

03

Investigation & evidence gathering

We gather and review evidence with care and precision, including interviews, documentation and safeguarding records, maintaining independence throughout.

04

Findings, reporting & next steps

We provide a clear, structured report with findings, analysis and recommendations, supporting confident and defensible decision-making.
